I would guess the answer is 'No', it is not possible to route calls from one gateway to another directly. I don't think that an inbound call would be evaluated by the dial plan rules without first forwarding it from a user on the system. I'm sure that assumption will be quickly corrected by one of the experts if that is not the case.
