Ok.  The only thing that bugs me a little about this is that v3_2_x
won't start at v3_2_0, but at v3_2_1.  I'm fine with this for this time,
but for our next feature release (3.4), I'd like to branch right at
v3_4_0 as soon as we release it.

What will that buy us, besides potentially extra work?

We know we're going to have to branch, so we may as well do it at a logical point. Perhaps there is no practical benefit.
