It should be there. Did you try the Plucker 1.4 POSIX Package?
You want plucker-build, which is the Python version of the Plucker
distiller/parser. It does not require X.
Plucker Desktop is a GUI for the distiller, and it does require X.
And for completeness, JPluck is the Java version of the distiller/parser;
Sitescooper does not support the Java version.
