For some reason, plucker isn't distributing tarballs of stable
releases any more, just RPMs.  If you want source for the releases,
you have to use CVS.  You can get tarballs for hourly builds, though.
See the plucker list for more details.

But if you have the python plucker parser installed already,
plucker-build is just a symbolic link to Spider.py.
You can make the symlink by hand: 
  ln -s /usr/lib/python-2.1/site-packages/PyPlucker/Spider.py /usr/bin/plucker-build
(adjust as necessary for your system paths).
