I think what you want is set the initial PDF view settings to "Automatically resize”. This automatically always adapts to the zoom factor so the page fits in the available view area. BTW, the “Fit” option in the “open files” preference fits the window to the page (like Window > Fit to PDF), rather than the other way around.
