I've been having problems lately getting USNO-A or B from Vizier (CDS
Strasbourg), with the same error message as you, using two different computers
at two locations with different ISPs.
USNO-A from eso Skycat works. Images from Skycat works. But trying the
different online versions of GSC, the one from Vizier doesn't work, the one
from eso does. And those from STSCI don't.
