I found a solution.  This appears to be a problem with vizier, but only at the
main site.  There's a list of mirror sites at
<http://vizier.u-strasbg.fr/>

Open your extres.ini file and look for:

Note the two alternate servers listed.  Neither of these are listed at the
current list of mirror sites.  The first one at nasa.gov no longer works.  The
second still does, and correctly downloads star fields for positive
declination.  So you can use that, or use one of the mirrors listed on the
vizier page (note in the list of offical mirrors, the url for each link does
not have the question mark at the end).  Just edit the ini file with your
closest mirror, everything up to the question mark.

You have to do that for each vizier catalog in the ini file- for GSC, USNO-A,
and USNO-B.  

This problem with the main vizier server will probably be fixed soon, but this
fix will also give you a closer server.
