Ok here is what is going on. CdC is asking for a query in decimal 
degrees in both RA and Dec. Which is ok. If your dec is a negative 
number the query will pass and return results. If your dec is 
positive CDS ignores the + sign and fails the query.  Your can try 
this by pasting the CdC query URL to your browser and change only the 
sign of the dec number. I don't have a solution as or now.
