I've seen SkypeOut calls show up as a few strange numbers, including
000-012-3456, but never 000-000-0000.  It's not impossible, but I've
never seen it.  I'm told there are other ways of generating strange
caller ID numbers like that other than from Skype, but I don't know a
lot about this.

I think we don't have enough information to know whether your
mysterious call is coming from a Skype user though.

Bogus? It is obviously a Skype / out caller. The only people that 
have my home phone number are very close friends or acquaintances and 
would for no reason whatever, call, let alone use Skype to call my 
landline number. What can I do? I hope this isn't too off
