Hi! 1. It happened to me while I installed 4.1 for the first time. The thing wouldn't let me in so I sniffed around a bit and I noticed there's no port number in the field it should be. After I put it there, I logged with no problems. 2. The Skype4.1 installer is something about 2 megs and during the installation it downloads the rest from their site. You can find the full installer somewhere in the Documents and Settings, Application Data.. It's called Skype.msi but check it out carefully because there's also a 3.8 installer in the separate folder.
