That would be Skype doing that, not me.  But I confess I don't want
Skype popping open whenever something happens, because it would at
worst take focus while I might be typing an email, and at best cause
unnecessary system resource and CPU time consumption even if I wasn't
ready to check out what happened.  Events tend to cause sounds, so you
should be alerted to them as they happen.  You can then use the
Alt+Home hotkey, or whatever you set up assuming you set up a Focus
Skype key, to jump straight into Skype and find out what happened.
