Yesterday (Tuesday), there was a problem that caused some Windows Skype users to experience this. Unload Skype, delete or rename the shared.xml file in your user folder's Application Data\Skype folder, and run Skype again. That worked for me. I'll have to leave the more precise directions for this process to other list members if you need that, as I'm writing while working on a contract scripting project.
