I would suggest to start by splitting the client and the server releases as well. I mean: if we are ready to distribute the server, but not the client, we do that: release one and not the other.
This increases parallelization since there are no cross dependencies between the two sets.
Whom do we have to ask for permission?
Nobody. We vote and then let the PMC know. Easy enough.
