  If you put it in /dist, 130+ mirrors pick it up. That's the cost.
  If everything is picked up by 130+ users from mirrors instead
  of apache org, benefits outweigh the costs.

  If a package is big and release frequency is high (every month)
  and/or you expect users to pick up stuff from apache.org,
  don't put it in /dist.

  In your case (low frequency) there is no prob in putting it in /dist.

  You don't have to move stuff to archive.apache.org.
  Everything in /dist is automatically archived there.
  Just remove 'old' stuff from /dist and set a pointer
  (in HEADER.html) to archive.apache.org.
