Here's the tail of /var/log/messages... Like I said in the original
post, it doesn't offer much in the way of low level problems. It
just seems that the modem isn't returning an "OK", so it times out.
I have tried a bunch of different init strings, including your old
pals, E1 and Q0.

On a possibly related note, setserial -a /dev/ttyS1 returns:
