(I think) it all hinges on ATZ expecting OK, but not getting it.
You've tried Q0 (quiet mode off) to enable statuses.
+ E1 (echo mode on).
What if some other s/w had set V0 (verbose mode off) which then generates
single digit numeric statis 0..9, instead of string status (OK, NO DIAL
TONE,etc)
Try ATQ0E1V1
