Ah no, the analogy breaks down here. You may want something installed
but not activated at this time. You say delete to turn it off and
reinstall to turn it on. This is not reasonable if the package has been
configured, e.g. your /etc/exports files has names of local filesystems
you want to export. Deleting and reinstalling would lose that sort of
info.
