last time I tried it wasn't as simple as that.
More like
cd /etc/init.d
./nfsserver stop
./nfs stop
./something_else stop
..and it is different for every distro and every flavour of Unix!

are you ever likely to change enough services
to warrant a whole runlevel tho?
