Naah - A SIG (special interest group) is exactly what you want and a
list to go with it might be good.

This is exactly what a SIG is about. You hold them as often as people
want and in the form that people want. The only people who need to go
are people who are interested in whatever the Sig is about, or that
nights topic.

What is dangerous here is that A* offers to run a SIG anf B* wants to
turn it into a Fest.
I've seen a couple of previous offers go down the gurgler in the past
when someone offers to do something and "the list" turns it into
something else, but is noticably missing willing organisers.
If A* is offering to run a SIG, has found affordable premises and is a
good Slugger, then the committee should give him the go ahead. Please
don't try and convert A's offer into something else.
To me, a Fest is a special day like InstallFest, ConfigFest, AppsFest.
Perhaps the Deb-Sig will also consider organising an annual DebFest as
part of its activities.
