Have a play with deborphan on your token debian box (you'll probably
need to apt-get it).

By default, it'll only list libraries, but you can play with the
options to get it to list as many possible orphans as it can finds,
including apps.  It's still up to the admin to know what programs really
are or aren't being used, but this can help figure it out by bringing up
a list of likely candidates.
