It would appear that in the end it was the 'echo "33554432" > /proc/sys/kernel/shmmax' that got it all up and running.

There are a number of bugs related to your problem. See

There appear to be two methods to get around your problem.
1) increased shared memory : on the command line do this
echo "33554432" > /proc/sys/kernel/shmmax
2) Remove /tmp/session_mm.sem or give access permission to the user running
php4.

listed in the readme file for the php4 package (I don't have access to a
debian box right now, so I can't confirm). Did you know you can get lots of
information on your packages in /usr/share/doc/packagename?
