The I uncommented the LoadModule php4_module /usr/lib/apache/1.3/libphp4.so line again,
stopped apache, tried to restart it and it failed.
This was the apache error log:

what's the "magic file" it keeps saying it can't find?

not necessarily. apt-cache uses the information files downloaded by an
"apt-get update" to reveal a packages details. you'll need to try a
"dpkg -s libmm11".
