Effective surge arrestors should be mounted as close to earth ground as possible. Interesting enough we see that a surge arrestor mounted at the ground has had a major effect in increasing the survival rate of tower mounted radios. I'm not sure I understand the dynamics yet. I'll have to really think about why. But for now I'll just accept that it seems to work.
