I don't know what all features the Cisco 1538M has compared to the 1548M.
We only went with the Cisco 1548M due to space limitations. You could also use a Cisco 1900 series (you are more likely to find these on Ebay).

One interesting thing we found when installing the new Cisco switch,
we left it at auto-negotiate (at first). It negotiated with the
Smartbridges AP as 10Mbps-FULL Duplex. We were seeing errors and
packet loss (3-4% still). We hard-coded the Cisco switch to
10Mbps-HALF duplex and now everything is running great. It seems like
the problem with the smaller switches may (MAY) be that they negotiate
as 10Mbps-FULL (just like a Cisco does when dealing with the
Smartbridges). I'm not sure why this is but we also saw this same
thing with a Smartbridges talking to Cisco 2924 switch so it seems to
be consistent.....
