The restrictions on the tower depend on height, distance from an airport, local zoning, local ordinances, as well as state and county.
Here, for instance, if I am out of town, and don't build a tower over 199 feet, I have almost no regulation. A 60 or 80 foot guyed cheap tower costs minimal and isn't regulated much.... here.
