I see your point.  You are speaking of equipment at repeater locations.

I have all the reboot equipment at my NOC (thus far).

I agree that IP can not be the ONLY way of doing a hard reboot (in the event
that the connection between NOC and repeater location is down).  This is
VERY important actually.

So...what are the reboot options?
1. IP reboot (web based)
2. Phone line (telnet or touch-tone)
3. Pager
4. Auto Reboot equipment (w/ping software locally)

I am currently using options 4 with 2 as backup at my NOC.

At a repeater location I still like the ability to take care of this with
ZERO technician assistance.  With COST at the fore-front.  So...I am
obviously not going to run phone lines.

Therefore, instead of putting both 1 and 3 at the repeater, I would just put
option 3.  I would then setup my PING software to initiate the PAGER reboot
if it becomes unresponsive.

Whooppss...one more thought.  The Nighthawk rings in at $700+.  But the
iBoot (self contained 1-port autorebooter w/web interface also) rings in at
just $275.00.

Back to option 4 at my repeaters.  I can get away with just 2 iBoot's =
$550.00 (discounts available for multiple units).  I would just plug 1 radio
into each iBoot (2 radios).  Then set them up to ping through the device to
a distant end device....when fails, reboot.

I do like that.

RECAP:
NOC location = Option 4 with 2 as backup
Repeater locations = Options 4 and 1

I see, but if the NOC looses communication with the remote sites...  The 
what? (i.e. aren't you still reliant upon the RF network to get the 
signal to the re-boot device?)  Thats why I like the Nighthawk stuff.. 
900 MHz pages normnally get through...
