Hi Scott,   Sometimes, over powering the antenna also will cause slower upload and download speed which result in many packet loss, but the RSSI and LQ level shows at higher level.   Certain environment conditions, the built in antenna may not be required for the shorter distance.  May I know the approximate distance between the Cisco AP and ABT?   Using 13dbi built-in antenna can go up to 4 to 5 miles distance with a line of sight. If the ABT is placed very nearby distance to the AP then you could try adjusting the dial-power to lower values.
