If it is a PtP link you should turn off RTS/CTS. It is only for PtM. Try setting frag down to 1250 then 1000 then 750 then 500 and see what difference that makes. Since one of the radios is only seeing 60% you will only see about 1meg throughput. An earlier post mentioned that the speed was fixed at 5meg with no auto fall back. Not sure if it was you. You will want to enable auto fallback or fix it at 1meg on both sides. Are the radios plugged directly in to a computer on both ends or is there other hardware in between?
