C state disablement has never been a thing needed to boot, instead it was necessary to prevent some problems with certain devices (and drivers) not handling deep C states well. Frankly, in this day and age, if deep C states are still a problem for normal operation, we should be treating that as a bug; current gen *hardware* should not have problems with them, though I’d be unsurprised if illumos drivers do have problems.
My first instinct hearing about this is to wonder if there are some problems with ACPI tables — some SFF systems have things at unusual places, and some fallbacks in the illumos kernel are a bit naive and fail badly. I’m trying to recall the specific things, but I seem to recall it had to do with the addresses used for certain things. SMBIOS being involved here rings a bell vaguely.
