Skimmed over it, but can't see, how it is related (might be possible, that
I lost the context because of all the unknown abbrevs). Anyway, what do
you mean with "cross-platform installs"?
install-info has wrt. GNU-Software to be treaded the same way as as any
other basic install utility (e.g. like cpio). So the "OS" which installs,
i.e. which is running pkgadd needs to have and run install-info, not
necessarily the OS, which gets installed... 
Also I can't see any additional dependencies of install-info, expect
those to SUNWcsl* ...
