It's part of Enhanced Profiles -- the architectural changes David's making as part of that project involve a re-write of how the manifest import/manifest upgrade process works. If we were to fix the bug against the current implementation (I haven't done the investigation to see whether it's even possible), it would just be thrown away as soon as we had the new profiles architecture. It's much better to get to the enhanced architecture as rapidly as possible. The templates project doesn't touch anything in that area -- it primarily describes service properties to make administration easier.
