yes. in the proposed model, system boots up with the default 
"standalone" profile. In this standalone profile, we enable services 
that don't need network connectivity. milestone/singler-user is one of 
them. A detail table of services enabled/disabled is listed at section 5.4.3

The propose is that first we boot up with standalone. and then when NWAM 
connectes to some network, it switches to a networked profile.
