Steve,
When your new iMac arrives and you switch it on for the first time,  
running through set up process, Migration Assistant will ask whether  
you would like to transfer data from an existing machine. This can be  
a clone drive, the iMac or Time machine under Leopard. So in answer to  
your question, it is probably before updating.
