I did some work a while back helping someone to prepare texts in
Ancient Greek for publication so'd like to help if possible.
I'm having some difficulty in understanding what specific technical
problems you are hoping to solve. Manyprograms will set non-Latin text
if you have the appropriate fonts installed, although there may be
problems with correct punctuation. I wonder what dtp software is used
in Greece and other countries that you mention?
If the problem you are looking to resolve is how to export text after
translation into the dtp document without upsetting the original
document layout then this is more complex. The author/end client
should be taking possible publication in non-Latin languages into
account when dtping the document, or more likely be expecting to redo
the layout with the translated text.
Jason is correct in that you'll need appropriate unicode fonts
installed, such as Gentium for Greek/Latin/Hebrew, together with a
keyboard layout map/overlay for the text the CAT doesn't handle
properly.
There is an Arabic Xtension for Quark -
