as someone who's done a smaller version of what you describe, 
I'd second this to the point of saying that a non-expert (or 
even an expert) would be insane to use anything else without a 
large budget.

Someone recently posted a link to a Youtube clip about 'graphic 
designer vs client'. It's full of swearing and the funniest bit 
is the client asking 'will you be using Microsoft Word?'. 
Someone politely steered you away from Word. Allow me to be 
blunter and talk of bargepoles and Word for this project! Under 
no circumstances would I use Word for this...~-)

and iPhoto will allow you to easily create a web-version too, if 
you want to use that, or a DVD (just about anything in fact).

But I warn you that scanning photos in is time-consuming and you 
can easily get errors (eg dust and specks). It's worth expecting 
problems or minor errors so I suggest you scan a few and do 
everything you want to do using those (rather than realise your 
scans are not quite good enough to print when you have done 
150). Do a mini-project with 10 of them, and scan at the best 
quality you can manage -- you can always reduce the photos later 
but you can't improve them. Use an eco-cloth to keep the scanner 
bed dust and spot-free, take your time with the scanning. Play 
with the scanner settings to see how to get the best results in print.

Also, what you see on one screen may not be what it will look 
like printed (eg can be darker/lighter/washed out). Thus I 
suggest doing a full mini version so you can make all possible 
mistakes in a manageable way!
