Ello, I doubt there is a way - but possibly if you go into your 
user/library/mail and get the mailboxes from there, your account should be 
something similar to "n...@-pop" or similar, and move the mailboxes into the 
tiger computer, alternatively moving the mails themselves from the mailboxes.

Then try to import (either drag and drop or file -> import) in the 10.4 mail

I'm not sure if it works but its worth a shot.
