Copy your home folder > Library > Mail folder to the new machine then open Mail. Go to the File menu > Import Mailboxes > Apple Mail > navigate to the copied Mail folder > choose the mailboxes you want to import.

Then try to import (either drag and drop or file -> import) in the 10.4 mail

I'm not sure if it works but its worth a shot.
