Don't think it's a caching problem. Even when there's nothing doing in
the Activity Viewer the problem still persists.

have attachments but do, and lots of emails with weird text encoding.
Presumably it's not that the World out there has decided in a fit
of envy to send me screwed up emails but that either I have
something in OS X Mail setup inappropriately, or that the Bouygues
Telecom email server is screwing things?
