Al,

The only way you're going to be able to prove anything is by trying 2 different 
4gb chips. If you get the same symptoms. it'll be down to the firmware or the 
MacMini, both of which are doubtful.

Give Paul Atkins at Mr Memory in Worthing a call on 01903 692214 and explain 
the problem you're having. i'm sure he'll supply you with a couple of 4gb Chips 
which you'll be able to return if they don't cure the problem.

All you'll have to do then is return the 2 you bought on eBay.
