Jason, I remember having this irritant on our M1 mac mini. What I can't recall is how we disappeared it. I think had something to do with iCloud asking for password but I may be confused as at the time I was trying to get the Mac mini running from an external SSD.
I'll check my notes later today to see if i noted what I'd done.
