throwing a rock through someones window didn't put your life in danger (except
for maybe by your grandfather). When you are out on the street, riding a bike,
if you don't use common sense you can be killed. I agree maybe for the first
offense try talking it out with the parents, but if that doesn't work, then fine
him. If talking to him doesn't teach him the lesson, maybe having to pay a fine
will. But I do think this teaches kids at an early age that their parents can't
always get them out of a situation they have gotten themselves into. Would you
all be bitching if it was a 19 y/o that was riding his bike and hit a
car?

What I don't understand is why no one feels that a kid on a bike has to obey rules of the road and rights of way the same as anyone else on the road. I know....I'll just go out in my car and start hitting people.
maybe some people feel that kids are just kids and they can make mistakes. the kid wasnt out in the road trying to run people off the street, he was playing with friends. Last time i checked that wasnt a major crime however hitting pedestrians is :))
