Wouldn't #3 especially be one of the
reasons the proibition against eating blood was repeated in Acts?

something? Mainly, to be kosher
animals have to be slaughtered according to certain rituals, one of which
involves draining the blood. God probably had several reasons for this
commandment: (1) blood is life, so is symbolic of sacrifice and
eventually Jesus' own blood sacrifice; (2) blood is often quite unsanitary, so
best not eaten; (3) many of the heathen nations used blood in their religious
rituals.
