I am no expert but from everything I have seen being over water is going to increase the distance that wifi links are going to make it. Because of lack of hills and trees. I think water absorbs 2.4Ghz, not reflect it, think mircowave oven(also 2.4Ghz). So as long as there are not a lot of boat/ships in the bay that you are crossing and you use directional antennas it seems like the link should work quite well.
