Just for my 5 cents, I have also experienced exactly the same "problem" with my 5501-70, i.e. having to replug the power supply to get it to boot. For me, the three leftmost leds on the case are always on when it fails to boot (Power, Error and Disk, but I haven't checked yet whether there's any output to the serial console or not in this state), and I have a CF-card and a Mini-PCI adapter on the board, so it's not really "barebones" anymore.
