Just for my 5 cents, I have also experienced exactly the same "problem" with 
my 5501-70, i.e. having to replug the power supply to get it to boot. For me, 
the three leftmost leds on the case are always on when it fails to boot 
(Power, Error and Disk, but I haven't checked yet whether there's any output 
to the serial console or not in this state), and I have a CF-card and a 
Mini-PCI adapter on the board, so it's not really "barebones" anymore.

I haven't looked deeper into this or actually registered it as a "problem" 
(because I'm not deploying the box yet, and thought that this failure to boot 
was due to "user-error"), but if this really is an issue with the board, or 
there is some fix to get it to boot always, I'd be glad if the infos could be 
exchanged on the mailing list.
