I don't know if this is the SMALLEst or best, but I just started using
TinyBSD (www.tinybsd.org). I have a fully working system with
ftp/http server (base system ftpd and hiawatha httpd) and i have only
used ~18mb of CF space and barely use any ram at all. Here is the top
after running all day... with a few http/ftp requests:

Mem: 3740K Active, 3784K Inact, 7680K Wired, 20K Cache, 7120K Buf, 39M Free

total memory: 64 MB
total CF space: 32MB

hope this helps.. take a look into it. I'm a huge freebsd fan and
just got into this stuff... so i was in love with tinybsd :)
