OpenWRT fits in really tiny spaces - their ext2 image can be fit in 16MB flash (designed for ~32), and their jffs2/squashfs images are well under 6MB, 4.5 of which are taken up by the kernel. If you pull down their development environment and customize the image for only what you need, I'm sure you can make it even smaller.
