I haven't read the thread backstory to know exactly what is going on
here, but are you using your host as an PPP end point?

I am using my net4801 with OpenBSD as the endpoint of a PPPoE tunnel -
performance was terrible when I was using the userspace PPPoE and PPP
but improved out of sight when I switched to the in-kernel PPP and PPPoE
devices

When running the userspace pppd the CPU didn't appear to be particularly
loaded and the host gave no indication where the problem might be ...
the host had been simply flat out doing context switches between user
and kernel spaces ...
