i think your best bet is using something like agisoft or image modeller for the build, and then Mari for the texture re-projection/paint of 32 bit images

But after a fruitless day of searching, there seems nothing out there that can do environment rebuilding by hand based on photo's or panos. And I don't really care for a 450,-/month subscription package for stuff like this. ReCap Photo is the pro version and offers greater flexibility. Essentially it's all cloud based, so you get your pictures upload them to our cloud, and then run ReCap photo, you can make tweaks and target points to improve the accuracy.
