I had that to last year. Made me leave the Bike at home and go with the car
to the 2003 WER.
Anyway checked everything out nothing to find. Finaly I replaced the fuse
box with an automotive 4 fuse box.
Problem gone.

Could be your voltage regulator. Start bike, put voltmeter over battery and
rev up. The tension should not go over 15 Volts.

This is normal.
