Well, after determining that it wasn't our firewall, our router, our server, or our ISP's router (they could telnet into us), we figured out that it was Qwest...
They still had our block of IPs listed as theirs, and this weekend they designated it as "secure", and they blocked telnet. After some phone calls and a little bit of time, they undid what the did, and we are up and running. Thanks to all who responded. If you can from there and not from the Internet ( remote users ) then check the Router and your ISP's hardware. Always divide and conquer the task's. You also don't say what model of the SW or Version of the firmware you are using. This could be useful also.
